The “Special Action Plan for the Large-Scale Development of New Energy Storage (2025–2027)” is issued by… National Development and Reform Commission, National Energy Administration The policy document, jointly issued on August 27, 2025, and made public on September 12 of the same year, aims to promote the large-scale deployment and high-quality development of new‑type energy storage. Based on the “Guiding Opinions on Accelerating the Development of New‑Type Energy Storage” and the “Action Plan for Accelerating the Construction of a New‑Type Power System (2024–2027),” the plan sets a target of achieving a national installed capacity of over 180 million kilowatts for new‑type energy storage by 2027, stimulating approximately RMB 250 billion in direct project investment and fostering an integrated framework characterized by holistic coordination, diversified complementarity, and efficient operation. The plan explicitly designates lithium‑ion battery storage as the primary technological pathway for new‑type energy storage. Solid-state battery 、 Gravity energy storage 、 Thermal energy storage, hydrogen storage, and other innovative technologies have entered the demonstration‑phase stage. Key initiatives include advancing the planning and construction of grid‑side energy storage integrated with new‑energy bases, expanding the deployment of standalone energy storage stations at critical grid nodes, and pioneering direct green‑power supply in industrial parks, data‑center facilities, and other application scenarios. Virtual Power Plant and other models, while leveraging national industrial technology platforms to tackle key technological challenges and carry out pilot projects. The document also outlines complementary measures, including strengthening the standards system, improving market participation mechanisms, and enhancing safety management.
The background for preparing this plan is to implement “ Dual Carbon In line with strategic objectives and the needs of building a new‑type power system, we will coordinate the integration of renewable energy with the allocation of energy storage and ancillary services. Between 2025 and 2027, cumulative new installed capacity is expected to exceed 100 million kilowatts. By leveraging both government guidance and market‑based mechanisms, we will accelerate the development of energy storage infrastructure, while simultaneously advancing international technological cooperation and exchanges, fully harnessing multilateral and bilateral energy‑cooperation frameworks to promote the global outreach of China’s advanced technologies and equipment.
